- Apologies for Absence
- Apologies were received from Cllrs Owens and Mitchell.
- Declarations of Interest not already declared under the Council’s Code of Conduct or members Register of Disclosable Pecuniary Interests
- Cllr Denison declared an interest in Items 11.1 and 12.2.
- Minutes of the last meetings, held on 18 Nov 20 and 26 Nov 20
- The minutes were agreed to be true records and were to be signed accordingly by the Chairman.
- Candidates for co-option to the Council
- Mrs Featherstone gave a statement then the Council withdrew into Closed Session. On returning to Open Session, Mrs Featherstone was invited to accept co-option to the Council. She accepted, made her Declaration of Acceptance and was welcomed onto the Council.
- Public Forum – Chairman raised three topics:
- The first issue of the new village magazine had been well received; he and all Cllrs thanked Jess Hayne for taking on the role of editor and wished her success for The Magazine’s future.
- He and Cllr Mitchell had had a meeting with Hambleton District Council Planning Dept and had concluded that the production of a Neighbourhood Plan would be feasible and valuable for the village. It would involve setting a boundary for the plan, drawing up initial proposals, undertaking consultation with all stakeholders before moving on to the full drafting. The subject to be an agenda item at the next meeting.
- Finally, he wished to record the Councils thanks to those who helped to make the Main Street Christmas tree a reality: to the Community Association and Mike Barfield for their donations; to David Moorey for collection of the (large) tree; to John Fox for loaning the batteries, to John Featherstone for digging the hole and to Steve Laux for setting up the base, tree and lights.
- Clerk’s report – the Council’s precept order for FY 2021/22 had been submitted.
- Financial Matters
- Clerks’ Financial report – the account outturn remained on track and the bank accounts were reconciled.
- Quotations for work to willow tree – four tree surgeons had been approached and one quotation had been received. Clerk to attempt to obtain two further quotations.

- NYCC Locality Budget grant – expenditure was completed. Council wish to record its thanks to Cllr Peter Sowray and the County Council: Clerk to make the required return to NYCC.
- Matters for Consideration
- Councillors volunteered to serve as follows:
- Financial Working Group – Cllrs Jackson-Vickers and Featherstone.
- Lands & Maintenance committee – Cllrs Denison, Darwin and Mitchell.
- Traffic Speed Data – Chairman summarised the council’s position on traffic speeds through the village. Data on traffic speeds is necessary if a successful case is to made to NYCC for traffic calming or for the Council to install its own Vehicle Activated Sign(s) (VAS). He proposed the installation of 3 x Speed Data Monitoring tubes in January (two in Main Street and one on the Raskelf Road) at a cost of 3 x £110 + VAT for a week’s monitoring – resolved.
- Councillors volunteered to serve as follows:
- To receive information from the Lands and Maintenance Committee and decide further action where necessary
- Update on Lands Registration project – the process concerning the Raskelf Road allotments is advancing and a visit from the Ordnance Survey is expected in early 2021. The current estimate of costs incurred with Fitzgerald-Harts is in the order of £900.
- To receive information on the following ongoing issues and decide further action where necessary
- Coronavirus crisis activity – help from volunteers continues on a small scale.
- An application to place the Golden Lion on the Register of Community Assets has been submitted to Hambleton District Council. A similar application for the ‘Butcher’s shop’ is to be held in abeyance pending further inquiries.
- Re-activation of a village Neighbourhood Watch – Cllr Boyle reported that he still awaited some outstanding documents and advice which were now expected in the New Year.

- Planning Application 20/02155/FUL (as amended), proposed rear extension and other works to 1 Dunroyal, Helperby – awaiting decision from Hambleton District Council (this Council had nothing further to add to its previous comments already submitted).

- Planning Application 20/00671/FUL, proposed SUDS pond relating to planning permission 16/01142/OUT at OS Field 0046, Boroughbridge Road, Brafferton – application withdrawn
- Planning Application 20/02155/FUL, proposed rear extension and other works to 1 Dunroyal, Helperby – awaiting decision from Hambleton District Council
- Planning Application 20/02428/OUT, proposed 5 dwelling development off Raskelf Road, Brafferton – awaiting decision from Hambleton District Council
