- Minutes of the last meeting, held on 24 June 20
- The minutes of the last meeting were agreed to be a true record and were to be signed accordingly by the Chairman.
- Public Forum – Chairman raised two topics. Firstly, he thanked Cllr Boyle for volunteering to re-activate the village Neighbourhood Watch; the subject will be an agenda item at the next meeting. It was hoped that an area-based system could be introduced and proposals would be outlined in the next council newsletter. Secondly, he confirmed that the council had no plans to mark the 75th anniversary of VJ Day on 15 August, however, the War Memorial committee was considering the feasibility of a short service at the War Memorial and would advertise the details once available.
- Clerk’s report – some admin matters were mentioned and the council was reminded that it had undertaken to support the Keep Britain Tidy September Clean in the period 11-27 September. A weekend date will be selected and volunteers invited to join the litter pick.
- Financial Matters
- Financial report – Clerk reviewed the accounts at the end of the first quarter of the financial year and showed them to be in order and on budget.
- Expenditure from NYCC Locality Budget grant – a further Zoom monthly subscription had been paid.

- Matters for Consideration
- Main Street surface dressing, footway coloured gravel dressing and HVH driveway drain – the drain was expected to be installed by the end of July and surface dressing completed at some time in August. The topic of white lining, which will follow the surface dressing, turned the discussion to two allied areas: firstly whether further arguments could be marshalled to prevent a centre line being marked (it was thought unlikely but Cllr Owens offered to do further research) and secondly, whether a bid should be made for monies which had come available for road safety projects following sale of the North Yorkshire Chief Constable’s car registration AJ1. It was resolved to place a bid for a grant towards a chicane or Vehicle Activated Sign (VAS) at the southern end of Main Street.
- Village Play Park – Cllr Topps has requested input from cllrs for the questionnaire which the Helperby Beer Festival had prepared for distribution. The amended questionnaire was planned for distribution and collection in the next few weeks and the results would form the basis for a bid for land on which the Play Park/Recreation Area could be constructed.
- Trees on Swale Green and the Hornby – the plots of land and the trees on them were about to come into council ownership. Risk assessments and a management plan was required for the trees. Cllrs reviewed quotations received for the work and resolved to appoint Barnes Associates Ltd to carry out the tree survey at a cost of £564.00
- Neighbourhood Plan – Prior to this meeting Cllrs Denison, Mitchell and Owens had held a remote meeting with a planning officer from Hambleton DC. Two facts emerged: firstly, starting in November 20 the District Council will start a Conservation Area Analysis and our council will be invited to provide inputs and secondly, only a Neighbourhood Plan (NP) could provide this council with some power to influence the nature of future village development as a Village Design Statement would produce no formal power. The production of a NP would provide some influence over development in terms of property types, materials and designs sympathetic to the existing housing stock. However, to produce a NP is detailed, time consuming and potentially costly (as a consultant would need to be engaged). It was resolved that the council would engage with the Conservation Area Analysis and undertake further research before deciding whether to begin production of a Neighbourhood Plan. This topic to be an agenda item at the next meeting.
- The Golden Lion had been removed from the Register of Assets of Community Value (ACV) – the council had not previously known that the Golden Lion was on the register and, following a discussion, resolved to apply for the Golden Lion and the ‘Butchers’ Shop’ , from which property Hartleys Butchers trade, to both be placed on the ACV register. Cllrs Denison and Darwin will draft the applications.

- Actions resulting from the coronavirus crisis – with further government relaxation of the rules to take effect from 1 August the task of volunteers is likely to reduce.

- Planning Application 20/01219/CAT, proposed work to tree at 2 Main Street, Helperby – the council had no objections to this application.
- Planning Application 20/01154/FUL, proposed replacement of a static caravan with a dwelling at The Lodge adjacent to The Birches, Brafferton – the council had no objections to this application.
- Planning Application20/01200/FUL, proposed two storey extension plus single storey extension at 3 School Terrace, Brafferton – the council had no objections to this application.
