Present: Cllr Nigel Denison (Chairman), Cllr Peter Mitchell (Vice Chairman), Cllr Mark Darwin, Cllr Pam Jackson-Vickers, Cllr Matt Boyle, Cllr Deirdre Brown, Roger Clements (Clerk) and Cllr Pippa James (Hambleton District Council) plus one member of the public (see 2.1).

- All councillors were present.
- Co-opting of new councillor.
- Mr Ben Carter made a statement to the Council, was co-opted to the Council and signed the Declaration of Acceptance of Office.
- Declarations of Interest not already declared under the Council’s Code of Conduct or members Register of Disclosable Pecuniary Interests
- Cllr Denison declared an interest in item 12.1.
- Public Participation
- Cllr Pippa James (our Raskelf & White Horse Ward Cllr) introduced herself with an outline of her role within Hambleton District Council in the run up to elections in May.
- Chairman advised that Andy Gale and Anna Whalen had been co-opted onto the Neighbourhood Plan (NP) Steering Group. Work continued to develop the NP document such that it conformed with the District Plan and would eventually provide the Parish Council with some influence on future village development.
- Minutes of the last meeting held on 1 Dec 21
- The minutes were agreed to be a true record and were signed accordingly by the Chairman.
- Clerk’s report: Cllr Brown had accepted the request to join the Financial Working Group and a call had been promised from Yorkshire Water to discuss sewage releases into the Swale. The Magazine editor had reported a disappointing take up of advertising space. Cllrs agreed that the Clerk should place an advertisement in The Magazine for 2022 with the £40 charge coming from the Clerk’s small payments authority. Cllrs were invited to register agreements with the YLCA to join the regular mailing list; Chairman reminded those that took up the offer that Training Courses must be authorised by the Chairman.
- Financial matters
- Bank Reconciliation – the Financial Working Group confirmed the reconciliation to be in order and the current bank balance to total £19,603.78. Clerk advised that invoices totalling almost £6,000 would be settled in the next few weeks.

- NYCC VAS posts x 3 £1250.00 (plus VAT)
- Matters for consideration
- No new matters were tabled.
- To receive information on the following ongoing issues and decide further action where necessary
- Traffic speed management – the Vehicle Activated Sign (VAS) was expected to be delivered on 21 Jan and will be installed on the Raskelf Road. Chairman acknowledged that concerns remained over the lack of a conventional pavement in Main Street with large vehicles regularly driving over the coloured footways and passing very close to pedestrians. He also raised the subject of the ‘20’s Plenty’ campaign and sought opinions on whether the Council should consider joining this pressure group. Cllrs preferred to seek more information and to assess the impact of the VAS before acting.
- Queen’s Platinum Jubilee weekend – Cllr Boyle reported that a further meeting had been held with interested parties and the plan was firming up:
- Friday 3 June – tree planting at locations tbc at the southern end of the village.
- Saturday 4 June – participation in national Big Lunch with street party in the village hall driveway followed by evening party/dance in the hall.
- Sunday 5 June – Church Service (anticipated) and clear up day.
- Yet to be resolved: Church service arrangements; possible movements of village Feast date and proposal to give village children a Jubilee token (mug/coin/medal?) – Chairman to discuss possible joint venture with St Peter’s School Head Teacher. The next meeting will take place on 22 Feb. Agenda item for next meeting to include formalising of Jubilee Steering Group with Cllr Boyle as Chairman plus Cllr Carter and reps from other village organisations.

- Planning Application 21/02990/FUL, two storey extension at 10 High Farm Cottages, Raskelf Road, Helperby – Cllrs planned to visit the site at a time tbd.
