- Public Forum
- Mr Laux noted that the rowan tree recently planted outside St Cuthberts was not growing well. Council was aware of its condition – it was being monitored with a replacement option under consideration if it did not recover.
- Cllr Darwin reported that following the meeting for parishioners, two parishioners had taken their concerns over traffic speeds though the village direct to their NYCC Divisional Councillor. This was not the correct procedure and the Council apologised for any inconvenience that may have been caused.
- Minutes of the last meetings, held on 5 and 19 May 21, were agreed to be true records and were signed accordingly by the Chairman.
- Clerk’s report – 9 volunteers were thanked for completing the village Litter Pick on 6 June; Traffic Speed Data tubes were expected to be deployed in 3 places along the Raskelf Road and Main Street from 17 June for one week and the results would be reported to Council upon receipt; the defibrillator had been accessed but not used on 14 June and returned ‘Rescue Ready’ to the cabinet.
- Financial matters
- Financial Report – Clerk reported the council’s accounts to total £15,747.14 but noted that few of the Councils bills had been presented for payment to date.
- Bank reconciliation – Financial Working Group confirmed the Councils bank reconciliation to be in order.

- Electric Vehicle (EV) charging points – Chairman outlined the village hall trustees’ reasons for not proceeding with a proposal that EV charging points be considered for installation at the village hall car park (loss of a portion of the limited hall parking and concerns over the capacity of the hall electricity supply to cope with the additional demand). There are few alternative village locations for EV charging points: the Docks (limited space, no current electricity supply and site prone to flooding), the one-time Oak Tree overspill car park (not in Council ownership and likely to be a site for development). Currently the Council has no identified solution to offer as to the provision of EV charging points within the village. It was suggested that the Council should encourage Hambleton District Council to use its section 106 power to obligate developers to include EV charging points in new developments but this is a power solely within the remit of the District Council.
- Balsam Bash – Sunday 27 June was selected as the date for the ‘bash’.
- Neighbourhood Plan update – Hambleton District Council has initiated the consultation process in response to the Council’s application to designate the area proposed for its Neighbourhood Plan; the consultation will run for 6 weeks from 16 June to 28 July 21. - Pavement sweeper trial – an Eco City Sweeper 2 from Trafalgar Cleaning Equipment Ltd was demonstrated on the cobbles on Main Street on 9 June. It was an impressive battery powered machine that cleaned effectively on flat surfaces but it found the irregular cobbled areas a challenge. The debris collected contained a considerable proportion of stone gravel and road surface chippings which suggested that, in total, a significant weight of debris had gathered over many years. The trial also indicated that two stages of cleaning would be needed to bring the cobbled areas to an acceptable standard: firstly, sweeping by hand from property frontages into the gully then collection by vehicular sweeper to clear the years of accumulated debris. Thereafter, a similar but less intensive process at some regular interval yet to be determined.

- Matters for consideration
- Village car parking – the village hall trustees had written on the subject of the limited parking available at its car park and the lack of a village car park. It asked the Council to consider what options may be available to resolve this problem when village events take place. Council acknowledged this to be a growing problem for the village with increasing car ownership but could see no obvious area of land which could resolve the issue – this topic was similar to the discussion at 10.1 seeking a location for EV charging points and drew the same conclusion.
