Present: Cllr Peter Mitchell (Chairman), Cllr Deirdre Brown, Cllr Mark Darwin, Cllr Pam Jackson-Vickers, Roger Clements (Clerk) and one parishioner.
- Apologies for Absence
- Apologies were received from Cllrs Boyle, Carter and Denison plus Cllr Baker (NYCC) and Cllr James (HDC). In the Absence of Cllr Denison, Cllr Mitchell took the Chair.
- Declarations of Acceptance of Office had now been made by all councillors.
- Declarations of Interest not already declared under the Council’s Code of Conduct or members Register of Disclosable Pecuniary Interests

- Minutes of the meetings of the Council on 9 and 18 May 2022
- Both sets of minutes were accepted as true records and signed accordingly by the Chairman.
- Clerk’s reported that:
- HMG encourages parish councils to fly flags, especially the Union flag, and 6m flagpoles could be purchased for £70 to £250 with various standards of fittings.
- Bar profits from the Jubilee Street Party had been passed to the Council. Decisions on disbursement to be discussed at the next meeting.
- The Swing Bridge gates need refurbishment. An estimate to refurbish the gates had been obtained and NYCC will be approached to fund the work.
- Swale Green is extensively weed covered. A suggestion had been received that the weeds might be suppressed. Councillors held a range of views and the topic to be an agenda item in the future.
- The current balance of the Council’s accounts was £16,668.73.

- The FWG reported that it had carried out the annual Internal Control Check of the Council’s finances and them to be in order.

- HM the Queen’s Platinum Jubilee (3-5 June) – the weekend’s events, co-ordinated by Cllr Boyle, had proved to be very successful.
- On Friday 3 June a crowd gathered for a tree planting beside the footpath from Back Lane to the sports field. A piper played, Cllr Denison made a speech linking the planting to the Queen’s Green Canopy initiative and 2 model trees were put up to represent the oaks which will be planted in the autumn. The crowd then moved to the sports ground and Raghill woodland for a beautifully prepared children’s treasure hunt.
- On Saturday 4 June preparations began in the morning for a Street Party on the village hall driveway; at midday the party began with 200+ in attendance. Cllr Denison outlined some remarkable aspects of our Queen’s reign, called for three cheers and the festivities were underway. The village was decked with Union flags, volunteers had prepared food and set up a bar and tables, musical performances provided a pleasing backdrop and the sun shone. Commemorative mugs were given to the children present (others distributed through the school and on request). It was a splendid way for our village to be a part of the nation’s celebration.
- On Sunday 5 June St Peter’s Church held a family service, followed by refreshments and attended by a large congregation, with Revd Hetherington officiating with wit and good humour.
- HM the Queen’s Platinum Jubilee (3-5 June) – the weekend’s events, co-ordinated by Cllr Boyle, had proved to be very successful.
- To receive information on the following ongoing issues and decide further action where necessary
- Cobbles project – Cllr Denison and Mr S Laux had produced 2 documents: the specification for cobbles relaying (using the experience gained to date and incorporating advice from Historic England and other agencies) and a cobbles restoration plan for the area around the War Memorial and the Kirkholme frontage. The documents were distributed immediately before the meeting and Cllrs were invited to make comments on the 2 documents prior to them being discussed in detail by the Lands & Maintenance committee on 6 July.
- Neighbourhood Plan – progress continues. To aid preparation of the plan, ready for the consultation phase with parishioners, local groups and businesses would be canvassed for their input.
