- Public Forum
- Cllr James described the difficulties being experienced in getting the Forestry Commission to re-whiten the Kilburn White Horse. The Council was able to help by identifying Instore Solutions Ltd as the contractor who carried out the work in 2014.
- Cllr James stated that Husthwaite PC wished to receiver information on our Neighbourhood Plan progress – Cllr Mitchell to make contact.
- Cllr Jackson-Vickers reported on a webinar by the Energy Saving Trust on EV charging. There were grants available and the charging points could produce an income for the owner. However, our village has no current space (the small Helperby village hall car park is unsuitable) where EV charging points could be sited; the webinar’s case study at Disley, Cheshire offered no solution to this constraint.
- The minutes of the meeting of the Council on 15 June 2022 and the L&M committee meeting on 6 July 2022 were agreed to be true records and were signed accordingly by the Chairman.
- Clerk reported:
- The June 23 meeting would need moving to a new date – Wednesday 14 June 23 was chosen.
- The distribution of Jubilee mugs to village children was complete. The remaining few mugs were now on sale at £5 each and a Facebook post would advertise the fact.
- It had been noted that the frontage of the Alms Houses and a hedge at the entrance to The Leas were becoming overgrown. Clerk had contacted Broadacres Housing Association and its surveyor will assess both issues in the next few weeks.
- Financial matters
- Clerk’s financial report – the expected end of month balance was £15.505.74.
- Distribution of monies received following the Jubilee weekend – the weekend bills are settled, or agreed for payment, and some money is retained for purchase and planting of 2 x oaks and 3 x rowans in November. A balance of £250 remains (largely as a result of income from the Street Party bar) – it was resolved to distribute this balance to the village hall (£100), HADDS (£50), Community Association (£50) and St Peter’s school PTA (£50).

- Matters for Consideration following the Lands & Maintenance committee meeting on 6 Jul 22.
- Siting and purchase of a village flagpole – the committee recommended that the Council consider erecting a 6m flagpole adjacent to the War Memorial. Public reaction to the flags flying above the ‘Christmas Tree’ socket on Main Street had been positive and a permanent flagpole at the War Memorial would be a fitting additional to the village. Various flagpoles had been considered and Cllrs were shown details of a glass fibre flagpole of the type now standing in Hall Square, Boroughbridge. Protocols for which flags to fly and when would be required. Advice was awaited from Hambleton District Council on whether a Planning Application would be required – it was resolved that, once the planning application question was resolved, a 6m flagpole and 2-yard sewn Union Flag would be purchased from Hampshire Flags at a cost of £504.17 plus any installation charge.
- Maintenance plan for Swale Green – Chairman outlined a possible maintenance scheme to allow a balance between some re-wilding and a more managed area for recreation (picnicking, ball games, Bonfire and Fireworks event and the Feast etc) – a managed area from the gate running beside the bridleway to the copse and the remainder left uncut except for paths cut around the boundary and one diagonally from gate to riverside. Opinions varied and Cllrs were concerned at how the extensive weed cover might be managed particularly as the area flooded quite frequently following heavy rain. It was decided that further research was required before a scheme could be put to a vote and a costed plan would be put to the Council before next year’s growing season.
- Report on allotment plot RR11 – Chairman reported the outcome of a site meeting by the committee. Three areas within the plot needed action: the small, wooded area at the eastern end required assessment and potential work to some trees; the dilapidated building appeared unsafe and required a safety assessment and the whole site contained debris that would require a working party and skip to clear. The plot would not be considered for letting as an allotment garden until these issues were resolved. Enquires to be undertaken to assess whether the building had a value and whether a temporary re-roofing should be considered.
- A new member had been sought for the L&M committee. Mr B Edwards had come forward and the Council approved his co-option onto the committee.

- Cobbles project at the curtilage to the War Memorial – requests for quotations were being sent out.
- Neighbourhood plan – data gathering continued, and the Census 2021 figures were about to come available.
