Present: Cllr Nigel Denison (Chairman), Cllr Peter Mitchell (Vice Chairman), Cllr Mark Darwin, Cllr Pam Jackson-Vickers, Roger Clements (Clerk) and 4 parishioners.

- Apologies were received from Cllrs Boyle and Brown.
- Declarations of Interest not already declared under the Council’s Code of Conduct or members Register of Disclosable Pecuniary Interests
- No declarations were made.
- Public Participation
- Chairman said the Neighbourhood Plan was paused while further information was obtained from Hambleton DC; he also wished to record the Council’s thanks to Steve Laux and David Moorey for getting the Christmas tree installed with first switch-on of the lights planned for 5pm on Saturday 4 Dec.
- Each of the parishioners had objections to planning application 21/02506/OUT (see 10.1 below). In conjunction with 3 other applications totalling 71 new dwellings, it was thought to be too great a concurrent addition to the village, and also represented a further loss of village character. It was outside the accepted northern building limit and on land not earmarked for residential development on the District Council plan; there were also concerns over the current capacity of surface water run-off and sewage utilities across the village.
- Minutes of the last meeting held on 17 Nov 21
- The minutes were agreed to be a true record and were signed accordingly by the Chairman.
- Clerk reported that the precept had been submitted to the District Council; the Council website now held the copies of allotments agreement and policy documents; 3 rowan trees had been ordered for planting on Swale Green and one of the notice boards had been damaged during the recent storm Arwen (repairs will be carried out as soon as possible).
- Financial matters
- The following accounts for were approved for payment:
- Helperby Estate rent £10.00
- Matters for consideration
- Financial Working Group – a new member was needed. Clerk to send Cllr Brown details of the task with an invitation to consider taking on the role.
- To receive information on the following ongoing issues and decide further action where necessary
- Traffic speed management update – no further information had become available.
- Queen’s Jubilee Big Lunch – representatives of several village organisations had met on 23 Nov and a plan had evolved:
- Commemorative item (mug/coin?) under consideration for all school age children in the village.
- Friday 3 June – procession from Main Street to the recreation ground for a tree planting ceremony. Main Street decorated with bunting etc.
- Saturday 4 June – Families Street Party/Big Jubilee Lunch held on village hall driveway, evening party with a social event in the village hall.
- Sunday 5 June – clear-up day with, weather permitting, a picnic on Swale Green or weather reserve day for Saturday’s Street Party.
- To consider the following Planning matters
- Planning Application 21/02506/OUT, outline application for construction of 5 detached dwellings on OS Field 7346, west of Boroughbridge Road, Brafferton – the Council objected to the application for a number of reasons:
- The site is outside District Council’s planned development limit for the village.
- When added to other developments currently under consideration a total of 71 new dwellings are planned – an excessive addition to the village housing stock. The Council challenges the view that this is a sustainable development.
- It will bring additional traffic onto the Boroughbridge Road which is already seen as a hazardous stretch where it enters the village.
- There is an anthrax pit in an unknown location within the field.
- Surface water runoff is known to cause flooding on the Boroughbridge Road and this development is likely to exacerbate the issue.
- The village sewerage system is believed to at or near capacity.
- Planning Application 21/02544/FUL, proposed side and rear extension at Butteries, Tofts Lane, Helperby – the Council had no objections to the proposal.
- Planning Application 21/02506/OUT, outline application for construction of 5 detached dwellings on OS Field 7346, west of Boroughbridge Road, Brafferton – the Council objected to the application for a number of reasons:

- The Great North Air Ambulance had written a letter of thanks for the donation sent.
- NYCC had confirmed that the contribution for verge grass cutting at the visibility splays would be unchanged at £370.85 in 2022
