Extraordinary Council Meeting minutes 30 Mar 17

Thursday 30 March 2017

Held at 7.30pm in Helperby Village Hall

Present: Cllr Chris Owens (Chairman), Cllr Mavis Hartley, Cllr Janice Attwood and Roger Clements (Clerk).

1. Receive Apologies for Absence
   1. Apologies were received from Cllr C Connor and Cllr B Connor.
2. Receive any Declarations of Interest not already declared under the Council’s Code of Conduct or members Register of Disclosable Pecuniary Interests
   1. No declarations were made.
3. Minutes of the last meeting, held on 15 March 2017
   1. The original Draft Minutes had been amended and a written submission had been received from Cllr C Connor; both were considered. Cllr Hartley proposed that the amended minutes submitted be accepted as a true record without further alteration. The council agreed unanimously and the chairman duly signed the minutes as a true record.
4. Terms of Reference (TORs) for the council’s newly formed Thornton Bridge committee and changes to Council Standing Orders – following a discussion, changes to council standing orders were deferred until the council’s Annual meeting in May. Cllr Attwood proposed that the TORs set out below be adopted for the Thornton Bridge committee and the council agreed unanimously.
   1. Membership of the Thornton Bridge committee: three Councillors, including the chairman.  Initially Cllrs C Owens, M Hartley and C Connor but to be reconfirmed at the Annual Meeting of the Council.
   2. Objective: To pursue the Parish Council’s policies regarding the following issues pertaining to Thornton Bridge, namely:
      1. to expedite the balustrade repairs
      2. to press for re-installation of traffic lights or, in the last resort, improvements to traffic management to improve safety for road users
   3. Meetings to be held in the Village Hall as and when required, and minuted as for full Council meetings, with activities to be reported to next meeting of full council.
   4. The quorum to be three members.
   5. Committee to have power to invite relevant people to speak to them.
   6. Although the Clerk will carry out his normal administrative roles on behalf of the committee, letters will be drafted by the committee and passed to the Clerk to distribute.
